Lou Ialacci

IT Director/CIO, City of Montgomery, AL

Lou Ialacci received his BS in Industrial Engineering from Clarkson University, Potsdam, NY and his MBA from the University of Wisconsin – Milwaukee.  Prior to moving to Montgomery, Alabama in 1979 Lou worked in various IT roles for a Wisconsin based manufacturing company. In Montgomery he has managed IT Departments in manufacturing and banking.

In 2005, Lou was asked to manage the Montgomery County IT Department to move all applications off a main frame computer to server based systems. He managed the implementation of new applications like, financials, public safety and citizen services for automobile and property recording.  He extended technical services and support to all County buildings and expanded remote locations. In addition, he worked with departments and elected officials to provide smart on-line services.

In 2012 he was instrumental in the consolidation of IT management for Montgomery County and the City of Montgomery generating over $1 million of savings in the first year.  He created a mutual backup facility and shared ideas and certain application systems for the City and County to include sales tax and property data, realizing thousands of dollars in savings for both.

In 2015 Lou managed the City and County efforts to make them a leader in all things relating to cyber – creating the Montgomery Internet Exchange (MGMix), implementing smart city projects, and improved transparency using an open data portal.
